Jeffrey Roe of Premera Blue Cross
Jeff Roe is Vice President and General Manager for Premera Blue Cross and President and CEO of LifeWise Health Plan of Washington, a Premera subsidiary. His responsibilities include Premera’s commercial group business in Washington and its individual consumer markets in Washington, Alaska and Oregon.
His leadership in insurance includes positions as the Chief Marketing Officer for Torrent Technologies, a business services company within flood insurance, and as President of Distribution for Safeco Insurance, a $6 billion property & casualty insurer. Roe started his career in the Washington, D.C. office of U.S. Senator Slade Gorton and later consulted as a member of The Gallatin Group, a public affairs firm.
At the University of Washington Roe earned Bachelor’s degrees in Economics and Political Science and a Masters in Business Administration. He is a director on the board of the Seattle Police Foundation.
Amber S. Busch, CPA, MS Tax
Professional Experience
Amber Busch has over 9 years of public accounting experience, including two years with a Big Four Accounting Firm. Her professional experience includes assisting clients on a broad range of tax and accounting transactions as well as interacting on behalf of clients with taxing authorities regarding disputes. She specializes in providing tax consulting and compliance services to health care and real estate clients. Amber is responsible for tax planning, consulting, and compliance for individuals, partnerships, and corporations. Amber has significant experience in performing consultations on entity formations, reorganizations, liquidations, buy-in and buy-out transactions, and transaction structuring for tax minimization.

Professional Experience
Chris has nearly 25 years of public accounting experience in serving health care organizations and related enterprises. The majority of Chris’ professional experience has been providing a variety of services to not-for profit and for profit health care organizations. He serves as the technical reviewer for many of the firm’s hospital audits as well as rural health clinics, long-term care providers, medical groups, and other health care audits. He specializes in financial statement preparation; development of accounting systems and review of procedures and internal controls; strategic planning and systems development and refinement; financial and operational audits with related management recommendations for cost savings and efficiency improvements; and preparation of feasibility studies for health care entities as prerequisites for capital financing. Chris spends 100% of his professional time serving health care organizations and is the Chair of the firm’s Health Care Practice. Chris is also a member of the firm’s Health Care Practice Executive Committee and Business Assurance Committee.
Chris Bailey of Propel Insurance
Chris Bailey leads Propel’s Employee Benefits team. As practice leader for employee benefits, he leads the sales and service teams, helping to provide creative solutions to Propel’s clients. Prior to coming to Propel, Chris spent 20 years in the health insurance carrier industry and was an executive at both Premera Blue Cross of Washington and Alaska, where he was VP and General Manager for their largest business segment and also COO for Blue Cross and Blue Shield of Colorado and Nevada. |
